Scope of Services:

  • Design of Sewer Network, Pumping Stations, STPs, structures as per given in TOR.
  • Preparation and submission of all required drawings and DPRs.
  • Estimate of Project including O&M.
  • Bid document prepare after approval of final DPR.
  • Interaction / discussion with client for getting DPR approval.
  • The scope of this study is broadly as follows:
  • To reconfirm all proposed project components and identify, specify and undertake required surveys and investigations as necessary.
  • To conduct site visits, perform situation analysis and preliminary assessment based on available information, present ground status and prepare Inception Report with proposed design criteria / Plan.
  • To confirm land acquisition requirements and assess each site’s environmental aspects for detailed design of the project component.
  • To carry out detailed topographical surveys for producing digitalized drawings using Total Station for contouring on a grid of 15m x 15m; for preparation of plans of built-up areas, for longitudinal sections, cross sections and detailed alignment plans; and for fly leveling.
  • To carry out preliminary surveys, geo-technical & other investigations including sewage analysis reports.
  • To carry out DDPR as per CPHEEO Manuals and other relevant guidelines covering Feasibility Studies, Conceptual Plans and Preliminary Engineering Designs with estimates.
  • To conduct Environment Impact Assessment (EIA) Studies, wherever required, as per EIA Notification of 2006 (replacing the EIA Notification of 1994), and prepare Environment Management (Protection) plans for statutory clearance from MoEF.
  • To conduct Resettlement & Rehabilitation studies and prepare Resettlement Plans, wherever required, according The Land Acquisition Act, 1894 (LAA, amended in 1984), and the National Policy on Resettlement and Rehabilitation for Project Affected Persons, 2003 (NRRP) and prevailing regulations of the State.
  • Detailed designs in accordance with sound engineering practice, drawings, cost estimates and for all components in close coordination with BSGRCA/SPMG, UDHD/SPUR, ULB and UTAST. The designs shall meet the particular requirements and shall be sufficiently detailed to ensure clarity and understanding by the contractors and will be incorporated into DPR to be submitted for approval at competent level. All the components as delineated in the project scope will require detailed engineering design except the turnkey packages for sewage treatment plant, pumping stations etc. for which reviewing and approving of contractor’s design shall be carried out during execution stage. The necessary topographical surveys, total station surveys, construction material survey, and water and wastewater analysis shall be carried out. All surveys and investigations shall be accurate and plotted for review of UD&HD/SPUR and UTAST.
  • The estimate shall be prepared on the basis of prevailing Schedule of Rates (SOR) of UDHD/GoB. For Non-SOR items, if any, adopting market rate, proper rate analysis will be carried out in consultation with UD&HD/SPUR, ULB and UTAST officials.
  • Bidding Documents: After approval of Detailed Project Reports at all competent levels, the Consultant will prepare Bid Packaging plan in accordance with the project phasing / sequencing approved in final DPR. The Bidding Documents shall be prepared as per Standard Procurement Manual (under approval stage) of the Department; along with tender specifications, tender drawings, and bill of quantities (BOQ) etc. complete. The Bid Documents shall be got approved at competent level.
  • To prepare action plan for O&M of the new and upgraded (if any) infrastructures.
  • To prepare strategies and action plan for IEC and Capacity Building components.
  • To prepare a detailed implementation schedule, PERT Chart and management plan covering all stages of the implementation process to ensure coordination and minimization of disruption to the general public.
