Description of Scope of work:-

  • The GoI has received a credit (Credit No. 4232 IN) from the International Development Association (IDA), World Bank, towards the cost of Uttarakhand Rural Water Supply and Sanitation Project. The GoUK is the Project Implementing Entity. The project is based on a “Sector Wide Approach (SWAp)” 
  • The project consists of three components (A) Rural Water Supply and Sanitation Sector Development; (B) Rural Water Supply Infrastructure Investment; and (C) Programme Management Support and Monitoring & Evaluation. The water supply instruments are made in an integrated manner, with Catchment Area Management, Health and Hygiene awareness promotion and incentives for construction of individual household latrines. 
  • The Department of Drinking Water (DDW), Government of Uttarakhand (GoUk) and the Secretariat of State Water and Sanitation Mission (SWSM) are responsible for implementation of the project and the overall sector program. At the district level, District Water and Sanitation Mission (DWSM) with the assistance of District Water and Sanitation Committee (DWSC), is responsible for implementation. For software and hardware investments as in the component B, there are three implementing agencies: (i) Project Management Unit (PMU, Swajal) and its District Project Management Units (DPMUs) for Single Village Schemes (SVSs) (ii) Uttarakhand Peyjal Nigam (UJN) and Uttarakhand JalSansthan (UJS) and their district-level agencies for larger MVSs; and (iii) UJS and UJN and district-level agencies for transfer of schemes currently operated by UJS and UJN. The PMU is registered under Societies Registration Act 1860 where as UJN and UJS are institutions created under Water Supply and Sewerage Act 1975. Each agency is implementing the schemes in four batches. 
  • The PMU / SWSM intend to out-source the works of preparing Detailed Project Reports of Solid and liquid waste management in selected Gram Panchayat of Uttarakhand.
