Tapping of water from the back waters of the reservoir would solve the problem of heavy silt load in river Satluj. Narrative description of Project: -
The Shimla Sewerage Project was executed under OPEC aided fund during the year 1998-2003 and following six nos.
STPs were constructed under the project with network in six zones:

  • STP Lal Pani - 19.35 MLD
  • STP DHalli - 0.76 MLD
  • STP Summer Hill - 3.93 MLD
  • STP North Disposal - 5.80 MLD
  • STP Snowdon - 1.35 MLD
  • STP SanjaulyMalyana - 4.40 MLD

UASB technology has been adopted in case of 19.35 MLD STP and in rest of 5 nos. STPs, extended aeration followed by tertiary treatment by Clarifloculator have been followed. Filter press for removing the excess sludge has been provided for releasing the effluent in the natural bodies. O&M of STPs has been outsourced to private contractors. The performance of the STPs operated by contractors is not up to the mark and department is facing operational difficulties in the functioning of these STPs. Department intends to engage consultant for improving the performance and overseeing these STPs for 5 years of O&M.

Scope of Work: -

  • Meeting with Clients to understand the problem faced by department and collection of available as built drawings, design, O&M manual and other details necessary for the work/study/report. Review shall entirely be based on the data made available by client. Our experts, to the best of their ability, will carry out a desktop analysis to assess the appropriateness and completeness of the data and make appropriate assumption/corrections in consultation with client for the missing gaps to complete the study.
  • To undertake site visit of all six STPs and review the various works/units for technical intactness with reference to overall sewerage project and cover civil works, electrical & mechanical equipment’s. During the site visits our experts will also conduct discussions and interviews with STP official.
  • Develop a unit operation specific questioner for site visit which shall be later compared with available data of project. In case of any additional survey/investigation are required, our expert will make necessary report for approval of client for undertaking such survey/investigation for reimbursement as per actual cost involved. The working of the STPs shall be reviewed for, but not limited to:
    • Performance of the unit process, working of electrical/mechanical equipment’s
    • Flexibility to absorb fluctuation in loads.
    • Skill level of operation.
    • Replacement of spares and frequency.
    • Brief on energy consumption.
    • Modification/alteration/replacement on a broad scale.
    • Effluent parameters.
  • Review of the existing O&M manual, and suggest brief for proper operation and maintenance of STPs.
  • Prepare/Review of financial aspect including block estimates to provide an idea to client about financial aspect of the project with ultimate aim of the working of the STPs to the desired performance.
  • To prepare an evaluation and recommendation report along with draft TOR for engaging consultancy services for overseeing O&M of STPs for a period of 3 to 5 years.

  Storm Drainage System: -
Component - Design & Engineering for DPR

  • Reviewing existing maps, studies, and other related documentation to obtain a better understanding of the town’s Storm Water Drainage system prior to the start of fieldwork.
  • Understanding of the existing storm drainage system and identifying the main issues including severity and location of inundation, pollution and other environmental issues of the drains, absence of drainage system or lack of connectivity in conveyance, physical constraints to flow in the drains viz. encroachments into Storm Water Drainage channels, solid waste dumping, natural and man-made obstructions, including pipe culverts and low level causeways, road and rail over bridges, flyovers, canals, permanent ways etc.
  • Identifying appropriate planning and design parameters based on the project area situation; mainly, the appropriate design frequencies of the storms (based on degree of protection needed vs. permitted flooding, based on type of area – residential, commercial, business districts etc), the run-off coefficients, proposed method of computation, proposed channel shapes etc.,
  • Utilizing proven and readily available computer dynamic modeling software i.e. sewer cad and water cad, for storm water excel based software (that allows for visually depicting the design changes and their impact), carry out analysis of existing situation of storm water drains to identify deficiencies and develop alternative strategies and options for expansion / augmentation of the existing system to address system deficiencies.
  • While formulating designs, the existing side drains, canals, other major storm water canals / rivers maintained by the PHED Department, Highways Department should be analyzed based on the maximum rainfall and storm water run- off for the project area on a scientific basis. with suggestions for appropriate re-modeling of the existing major storm water canals .
  • Where there is interface between sewerage system and storm water drainage, proposing appropriate plans to remove / reduce the interface; and/or reduce the impact.
  • Based on this analysis, identify the most appropriate alternatives that may include drain improvements, augmentation/extension, flood detention measures, improvements in flood handling equipment/structures, strengthening of existing structures etc. The proposed alternative (which consists various sub-alternatives on major drains / decisions on flood water retention / pumping etc) shall be the economic one amongst the selected alternatives, looking from capital / O&M costs angle; in addition to meeting the planning and design requirements mentioned above.
  • Suggesting suitable materials for construction with cost benefit analysis discussing the feasibility of using pre cast structures and providing structural designs and other design and details as appropriate.

Inspite of all efforts made in the past, the drainage system of Itanagar happens to be a bottle neck. The local Government has taken up the task in right earnestness for the modification and improvement of the existing drainage system within the areas under their jurisdictions. The task envisages the following aspects.

  • Study of the total drainage area, demarcation of the catchments of the main drains, estimation of the carrying capacities of the drains viz. a viz. against sections provided, encroachments on the drainages.
  • Identification of various drainage zones contributing towards the main drains.
  • Estimation of design flows from each of the drainage zones by adopting appropriate hydrologic design criterion suited for available data.
